French firefighters face systemic pressure amid rising emergency demands

French firefighters are facing a critical turning point as the volunteer-based emergency model faces increasing pressure. Professional unions have called for national mobilization to demand additional financial, human, and material resources, arguing that the current system is exhausted.

Volunteers currently make up approximately 78% of the total firefighting force. While the number of volunteers has remained relatively stable, there has been a 25% decrease in the number of volunteers per 100,000 inhabitants over the last 52 years. Simultaneously, the number of interventions has risen by 35% over the past two decades, leading to a 20% increase in average emergency response times between 2013 and 2025.

In the Oise department, 205 firefighters were deployed as reinforcements to combat various wildfires across France this summer. Local officials noted that while operational capacity was maintained through regional investments and assistance from farmers, there is growing concern regarding the state's response to long-standing security reports and the sustainability of the model amidst climate change and an aging population.
