French Senate report reveals violence in extracurricular school programs
A French Senate commission of inquiry has released a report detailing systemic failures and violence within extracurricular school programs. Agnès Evren, the rapporteur for the commission, highlighted significant issues regarding oversight and recruitment processes.
The report identifies Paris as a critical area of concern, noting that 235 criminal investigations are currently underway. The situation affects 35% of nursery schools and 16% of elementary schools in the city. A major contributing factor cited is the decentralized recruitment of activity leaders (animateurs). In certain Paris districts, such as the 11th and 12th arrondissements, up to 65% of staff were recruited directly by local educational managers rather than through centralized human resources departments.
This lack of centralized control has reportedly led to unprofessional practices, including nepotism and a failure to properly verify judicial backgrounds, creating significant risks to child safety.
