Paris extracurricular sexual violence scandal
Overview
Paris municipal officials face legal scrutiny following reports of sexual and gender-based violence within extracurricular school programs. Legal complaints for ‘non-assistance to a person in danger’ have been filed against former Mayor Anne Hidalgo and former deputy Patrick Bloche, with plaintiffs alleging that officials failed to act despite being aware of risks and reports of maltreatment. The scandal has prompted a French Senate inquiry into systemic failures in recruitment and safety.
In Paris, 17 families represented by the association MeTooEcole have filed a complaint against the City of Paris and its leadership, including Mayor Emmanuel Grégoire, alleging deliberate endangerment and a failure to verify criminal records or CVs for staff. Currently, 203 criminal investigations are open in Paris alone, with similar issues reported across 70 other French departments. During Senate hearings, officials from the Brigade de protection des mineurs (BPM) defended their investigative methods but acknowledged that high case volumes can delay judicial processes. Senator Agnès Evren highlighted concerns regarding long delays and a perceived lack of empathy when questioning children.
In response, the French government is implementing a national initiative to question 10 million students regarding gender-based and sexual violence. Locally, Mayor Emmanuel Grégoire has inaugurated ‘l’école du périscolaire’, a training center for the city’s 3,000 extracurricular animators. Paris Prosecutor Laure Beccuau has confirmed that investigations have been opened following three formal complaints against Mayor Emmanuel Grégoire and his predecessor Anne Hidalgo regarding the management of these after-school programs.
