Fukuoka Assembly Vice Chairman Nakao Denies Cash‑For‑Favor Allegations After Voice‑Match Test

Vice Chairman Masayuki Nakao of the Fukuoka Prefectural Assembly held a press conference on July 14‑15 to reject accusations that he demanded cash from fellow assembly member Gen‑Aki Yoshimatsu. Yoshimatsu released a 2019 audio recording in which Nakao is heard asking for "large money" to be handed over for political maneuvering. An independent acoustic analysis by the Japan Acoustics Research Institute found a 99.99 % match between the voice in the recording and Nakao’s voice.

Nakao acknowledged the voice match but said the recording’s credibility was weak, suggesting possible AI‑generated manipulation, and repeatedly asserted that he never received any money. He also indicated that any alleged cash exchange, reportedly involving up to ¥10 million (part of an alleged total of about ¥20 million), never occurred.

Yoshimatsu accused Nakao of “katsuage” – extorting money to secure the assembly chairmanship – and labeled the vice chairman’s statements “full of lies.” The scandal has drawn broader scrutiny toward Assembly Chairman Yūgo Kurauchi, described by some as the “assembly don,” and raised concerns about systemic corruption ahead of next year’s local elections.
