Netherlands to mandate hybrid heat pumps for boiler replacements from 2029
The Dutch government has announced that starting in 2029, homeowners replacing gas boilers must switch to 'smart' hybrid heat pumps, unless their homes are connected to a district heating network. Housing Minister Elanor Boekholt-O'Sullivan stated the measure is necessary to meet climate goals, as the hybrid systems can reduce gas consumption by an average of 65 percent and CO2 emissions by over 30 percent.
While the mandate only applies upon the replacement of existing boilers, the transition involves significant costs. Estimates suggest investments could range from €6,200 to over €8,300, though subsidies like the ISDE may offset these expenses. To prevent grid overload, the new heat pumps must be 'smart,' capable of operating when electricity demand is low or prices are favorable.
Simultaneously, energy costs are rising. Stedin has proposed a 22 percent increase in grid management tariffs for 2027 to fund infrastructure expansions, such as new cables and transformer stations. Additionally, gas prices are expected to increase for households this winter, with some regions seeing significant rises due to higher wholesale prices and increased energy taxes.
