Gaza faces catastrophic winter shelter crisis

The Gaza Strip faces a deepening humanitarian catastrophe as nearly two million people urgently require shelter assistance ahead of the winter season. The International Organization for Migration (IOM) warns that current resources cover only 17% of the identified winter shelter needs. This crisis is exacerbated by the El Niño phenomenon, which is expected to bring heavier rainfall, increasing the risk of flooding and the collapse of damaged structures.

Satellite imagery and UN assessments indicate that approximately 82% of structures in Gaza have been damaged or destroyed. Many displaced families are living in makeshift camps or damaged buildings that are highly vulnerable to weather and collapse. Furthermore, approximately 8,600 emergency shelter kits remain outside the territory, as Israeli authorities have denied their entry, citing dual-use concerns.

UN Special Rapporteur Francesca Albanese has described the situation as a systematic process of slow death, noting that the explosive force used in the territory is equivalent to six nuclear bombs. Official data reports that since October 2023, Israeli attacks have resulted in over 74,000 deaths and 175,000 injuries, while military forces have dropped 223,000 tons of bombs over the last three years.
