Gaza shelter crisis: 2 million people face winter without adequate protection

The International Organization for Migration (IOM) has warned of a severe shelter crisis in the Gaza Strip as winter approaches. Nearly two million people, almost the entire population of the enclave, require urgent shelter assistance to protect them from rain, flooding, and cold. Currently, humanitarian supplies cover only 17% of the identified winter needs.

IOM Director General Amy Pope noted that more than half of the existing tents and makeshift shelters are in poor condition and require replacement. Many families are forced to live in war-damaged buildings that pose significant safety risks. In August, over 3,600 structures were identified as dangerous and at risk of collapse.

The situation is expected to worsen due to the El Niño phenomenon, which may bring heavier rainfall and increase the risk of flooding, particularly as drainage systems are heavily damaged. Humanitarian agencies face significant hurdles, including insufficient funding and ongoing restrictions by Israeli authorities on the entry of essential materials such as tents, timber, and shelter kits, which are often classified as dual-use items.
