Gaza reconstruction stalls as Hamas rejects Board of Peace report and donor funding lags

The Trump‑appointed Board of Peace, created to rebuild Gaza after the 2023 war, has raised $7 billion in pledges but has so far received only about $23 million from the United Arab Emirates and Morocco, plus a $100 million allocation for a future Palestinian police force. The board’s May 15 report to the UN Security Council blamed Hamas’s refusal to disarm as the main obstacle to full implementation of the cease‑fire and reconstruction plan, while highlighting donor hesitancy and funding shortfalls that leave just 1.75 % of pledged money available.

Hamas responded by rejecting the board’s report, calling it a misrepresentation that adopts the Israeli narrative. The movement said the report ignored Israel’s failure to uphold cease‑fire commitments, including the continued closure of border crossings and blockage of reconstruction materials, and blamed Israeli aggression—responsible for at least 880 Palestinian deaths—for stalling the roadmap. Hamas affirmed its willingness to hand over administration to a board‑appointed committee but accused the board of siding with Israel.

The dispute over disarmament and funding delays has left Gaza’s devastated population in makeshift shelters, with the reconstruction effort effectively stalled amid ongoing violence and political deadlock.
