Gaza Strip negotiations involve mediators and discussions of a second phase plan

Discussions regarding a potential agreement in Cairo and Alamein concerning the second phase of a plan associated with Donald Trump have emerged. While the agreement aims to address the situation in the Gaza Strip, current understandings are characterized as negotiations between Palestinian factions, mediators, and Miladinov, representing the World Peace Council, rather than a formal agreement between the primary warring parties.

Israel is not currently a party to these understandings. Prime Minister Benjamin Netanyahu has not issued an official position, and some members of his government have expressed opposition. Under current terms discussed, the implementation of Israeli obligations—including the return of a technocratic committee and the deployment of international forces—would follow the disarmament of Hamas and other resistance factions.

There remains uncertainty regarding whether recent shifts, such as a cessation of assassinations, serve as a gesture of good faith from Israel, or if further negotiations are required to bring Israel into the framework. Concerns persist regarding the role of the Palestinian Authority and the PLO in the governance and future of the Gaza Strip.
