Moldova energy sector faces legal disputes and green transition

Moldova is undergoing significant energy sector transformations and legal disputes involving major gas entities. Naftogaz, the Ukrainian national energy company, is reportedly seeking to seize Gazprom's shares in Moldovagaz through legal enforcement. This follows a Zurich arbitration ruling that ordered Gazprom to pay Naftogaz $1.37 billion.

Separately, Vadim Ceban, President of Moldovagaz, noted that Transnistria owes Gazprom approximately $11.6 billion, a debt he describes as having political implications. Within the domestic sector, Moldovagaz is considering a consolidation of its 12 gas distribution enterprises to improve efficiency, a move currently under regulatory review by ANRE to ensure no unjustified cost increases for consumers.

On the renewable energy front, Moldova is working toward reducing its energy import dependency from 77% to 40% by 2050. The government plans to develop up to 1.2 GWh of battery energy storage capacity over the next two years to support the integration of wind and solar power. Additionally, the country aims to triple its electrical interconnection capacity by 2029, strengthening links with Romania and Ukraine.
