General Dynamics artillery factory fails to produce usable shells despite $533M investment
A ProPublica report reveals that a $533 million US Army-funded artillery factory in Mesquite, Texas, has failed to produce a single usable 155mm shell. Operated by General Dynamics, the facility was intended to significantly boost the production of artillery ammunition for Ukraine.
The project has been plagued by technical failures and safety issues. Former employees reported that robotic machinery, which included equipment from Turkish subcontractor Repkon, frequently malfunctioned, caught fire, and caused industrial accidents. These issues led to the suspension of two of the factory's three production lines in August 2025 after multiple missed deadlines.
Despite the lack of usable output, the US Army has not publicly sanctioned General Dynamics or Repkon, and the company has not been required to return the funds. Furthermore, the specific General Dynamics unit responsible for the facility has reportedly received additional contract awards totaling $2.5 billion. The failure occurs amid broader challenges in US military industrial capacity, as the Department of Defense continues to struggle to meet high-volume ammunition production targets.
