Geneva Grand Council approves budget and energy law changes

The Geneva Grand Council has passed several legislative modifications. Unanimously, the council voted to remove the requirement for the State Council to present a secondary budget project if the initial proposal is rejected by Parliament in December. This change, requested by the government to reduce administrative workload, allows the executive to remain free to submit a second budget after a rejection, while the Grand Council retains the power to request a new project via a two-thirds majority resolution before March 31.

Additionally, the council unanimously adopted an amendment to the energy law. This measure aims to limit lease terminations caused by renovation work by conditioning the granting of energy subsidies on the requirement to keep current tenants in place.

In a separate matter, the Grand Council narrowly approved sending a climate law project back to the environment and agriculture commission. This move allows for the study of a general amendment intended to provide a legal basis for the cantonal climate plan, following previous attempts to pass the legislation.
