Geneva Grand Council legislative activities

Overview

The Geneva Grand Council has passed several legislative modifications regarding budget procedures and energy laws. The council unanimously voted to remove the requirement for the State Council to present a secondary budget project if the initial proposal is rejected by Parliament in December. Furthermore, an amendment to the energy law was adopted to limit lease terminations during renovations by conditioning energy subsidies on the requirement to keep current tenants in place. The council also sent a climate law project back to commission for further study regarding a legal basis for the cantonal climate plan.

In a separate legislative action, the Grand Council rejected a proposal to create a new administrative body for monitoring short-term rentals like Airbnb. Lawmakers declined the creation of a dedicated surveillance authority to avoid what some described as a “gas factory” of administrative complexity. Instead, the State Council will implement regulatory changes to improve enforcement, including extending mandatory reporting requirements to all hosts and requiring rental properties to display an official number. Automated signals will be sent to authorities once a property reaches the legal limit of 90 rental nights.
