Georgia officials debate data center expansion and tax relief

A political debate is intensifying in Georgia over the expansion of AI data centers, centered on a planned $20 billion OpenAI facility in Effingham County. Senator Raphael Warnock has proposed a statewide moratorium on data center construction, citing concerns regarding noise, water, light pollution, and increased utility costs for residents.

In contrast, Governor Brian Kemp and Republican leaders advocate for local control, arguing that communities should decide on development projects themselves. Supporters of the OpenAI project, including local officials, highlight significant economic benefits. Effingham County commissioners recently approved a plan that utilizes data center development to provide substantial property tax relief, potentially cutting average household taxes by 40%.

Under the proposed arrangement, OpenAI would receive a 50% property tax abatement for 15 years but is expected to become the county’s largest taxpayer, contributing hundreds of millions of dollars. The company has also pledged $80 million in community benefits. To support the facility, state regulators approved an agreement for Georgia Power to supply 3,200 megawatts of electricity, with pledges to prevent ordinary citizens from bearing the additional energy costs.
