Georgia data center development debate

A political debate has emerged in Georgia regarding the expansion of artificial intelligence data centers, specifically centered on a proposed $20 billion OpenAI facility in Effingham County.

Senator Raphael Warnock has called for a statewide moratorium on data center construction, citing concerns over noise, light, and water pollution, as well as potential increases in utility costs. He characterized the current lack of federal regulation as a “race to the bottom” for states and local communities.

Conversely, Governor Brian Kemp and Republican leaders favor local control, allowing individual communities to decide on development projects. In Effingham County, commissioners have moved toward approving the project, noting that the development could provide significant property tax relief, potentially reducing average household taxes by 40%. While OpenAI would receive a 15-year property tax abatement, it is expected to become the county’s largest taxpayer. To support the facility, regulators approved an agreement for Georgia Power to supply 3,200 megawatts of electricity, with assurances that ordinary citizens would not bear the additional energy costs.
