German authorities implement digital updates to address driver's license delays

Administrative delays and bureaucratic hurdles regarding driver's license applications have prompted systemic changes in parts of Germany. In the Neu-Ulm district, officials are responding to complaints of “Behörden-Chaos” (administrative chaos) and long waiting times by implementing a new, increasingly digitalized processing system.

The transition aims to allow for online applications, a feature not supported by previous software. To facilitate the rollout and staff training, the Neu-Ulm driver's license office and vehicle registration office will face temporary closures and restricted access via appointment only throughout late September and October.

Individual cases highlight the friction caused by inter-city transfers. One resident reported significant delays when attempting to move a pending license application from Munich to Neuburg, citing a lack of communication between the Munich KVR and local authorities regarding the legal procedures for changing testing locations.
