Overview
Germany’s joint Modernisierung der Verwaltung programme is extending digital public services. An online register lets citizens apply for a new Personalausweis, with biometric data captured locally and the card mailed; from 2027 the ID can be stored voluntarily in a digital wallet on the Deutschland‑Stack platform. The i‑Kfz app enables full online vehicle registration and de‑registration, and ordinary e‑mail has become the default written channel for administrations.
On 9 July 2026 the Bundestag passed a law to pay Kindergeld automatically, removing the application step. A two‑stage rollout starts in March 2027 for families with a second child and expands to first‑borns by November 2027, with payments of €259 per child (rising to €272 in 2028) covering about 17.6 million children (€55 billion total).
Driver‑licence reforms continue: the “Laienausbildung” pilot allows up to 1 000 km of practical training with a close‑person instructor; a mandatory improvement seminar can reduce one Flensburg point for drivers with up to five points, costing €200‑€400 and usable once per five years. Digital theory lessons launch in 2027, the exam pool shrinks to 840 items, and licences issued to drivers born 2002‑2004 must be swapped for EU cards by 19 January 2027.
New measures require holders of pre‑2013 licences to exchange them by 19 January 2033 under an EU mandate, with a staggered schedule based on birth year and issue date; lost licences can be replaced after a €10 fine for driving without the document. Transport Minister Patrick Schnieder has announced a plan to cut the average cost of a car driving licence from roughly €4 000 by simplifying the exam, reducing the theory catalogue, moving theory online, introducing driving simulators and fewer mandatory special‑drive sessions. The proposal has led some young learners to postpone enrolment, while critics warn that cheaper licences could affect road‑safety outcomes.
