Germany sets 2027 statutory health insurance benchmark at 2.9 percent

The German Federal Ministry of Health has announced that the average supplementary contribution rate for statutory health insurance (GKV) will be set at 2.9 percent for 2027. This rate remains stable compared to the 2026 benchmark, following recommendations from the GKV estimation committee.

Health Minister Carsten Linnemann stated that the continuous rise in average supplementary contributions has been stopped, benefiting both employees and employers. The ministry noted that the GKV Contribution Stabilization Act is expected to relieve health insurance funds by up to 19 billion euros, helping to ensure that revenue growth covers expenditure increases for the first time in three years.

While the 2.9 percent figure serves as an official orientation point, individual health insurance funds retain the authority to set their own specific rates. There is currently a significant disparity between providers, with rates ranging from 2.18 percent to 4.39 percent. For consumers, this gap can result in annual cost differences of approximately 400 euros for an individual with a 3,000 euro gross monthly salary.

Additionally, a change in regulations since July 2026 means that health insurance providers are no longer required to proactively notify members of increases in supplementary contributions, placing more responsibility on individuals to monitor their rates.
