German health insurers demand cooling‑off period for self‑pay medical services

The statutory health‑insurance association in Germany is calling for stronger patient rights regarding individually billed medical services offered in doctors’ offices. Martin Krasney, board member of the Kassen‑Spitzenverband, said patients should have a minimum 24‑hour consent window before accepting such self‑pay treatments, likening the practice to a “door‑to‑door” sales approach that should not apply to health care.

The insurers argue that patients often face pressure and may fear repercussions if they refuse, while many of these services – known as “Igel” – lack clear benefit. An analysis cited by the association puts annual spending on such services at at least €2.4 billion, with the medical service assessment agency finding unclear or negative effects for the majority of the 70 evaluated procedures.
