German health insurers mkk and BKK Pfalz plan merger affecting 660,000 members

The statutory health insurers mkk and BKK Pfalz have agreed to merge, creating a new carrier that will serve roughly 660,000 insured people starting 1 January 2027. The boards of both organisations approved the plan in July 2026, and the merger now awaits authorization from the Federal Office for Social Security (BAS).

Union ver.di has warned that the consolidation could lead to weaker collective agreements for BKK Pfalz employees. It cites a risk that the tariff conditions of the smaller insurer may be lowered to match those of the larger partner, potentially resulting in six‑figure income losses for lower‑paid staff, while senior management might retain more favorable terms. The merger is viewed as part of a wider trend of consolidation in Germany’s health‑insurance market, driven by increasing cost pressure and recent regulatory changes.
