German municipal utilities doubt 2045 heating neutrality goal

German municipal heating providers are expressing significant doubt regarding the feasibility of achieving greenhouse gas-neutral heating by 2045. According to a survey by the Association of Municipal Utilities (VKU) involving 757 providers, three out of four respondents believe the target is unreachable due to a lack of political direction and investment security.

Many utilities criticized the new building modernization law, which replaced the previous heating law, describing it as a hindrance to CO2-reduced heat production. Key concerns include unresolved legal questions, insufficient financing, and the need for clearer regulations regarding gas network transformation and heat planning.

In a separate development aimed at supporting the energy transition, the Federal Association for Renewable Energy (BEE), in collaboration with the Fraunhofer Institute (IEE), has launched the ‘Energiewenderechner’ (Energy Transition Calculator). This digital tool provides regional data and simulations for municipalities, developers, and grid operators to plan energy production and consumption scenarios through 2045. The tool utilizes data from the Federal Network Agency and weather models to map wind, solar, and hydropower potential across German districts.
