German municipalities continue to implement municipal heat planning (KWP) to facilitate the transition toward climate-neutral local heat supplies. In Haltern am See, the city is expanding regional cooperation and investigating geothermal and biogas options, with a final decision expected in early 2027. In Goslar, a public information event is scheduled for October 7, 2026, to present heat strategy results.
However, the transition faces challenges. A survey by the Association of Municipal Utilities (VKU) found that three out of four providers doubt the feasibility of the 2045 greenhouse gas-neutral goal due to insufficient investment security and political direction. To assist planning, the ‘Energiewenderechner’ digital tool has been launched to provide regional energy simulations.
