German municipalities expand heat protection plans

German municipalities are expanding their heat protection strategies following extreme weather conditions during the summer of 2026.

In Heidelberg, the city is developing an updated Heat Action Plan (HAP) to better integrate heat protection into administrative structures. Proposed measures include enhancing the ‘Cool Map,’ increasing drinking water availability, and providing access to cool rooms. The plan prioritizes vulnerable locations such as schools, daycare centers, and elderly care facilities through shading, greenery, and improved ventilation. Additionally, the city intends to procure 39 mobile air conditioning units for high-risk institutions.

Similarly, the Oberbergischer Kreis district is launching a pilot project for heat action planning in collaboration with the city of Radevormwald, starting in 2027. This initiative aims to serve as a model for other municipalities. The district's efforts follow a period of record heat and drought that impacted local water levels and forests, prompting a broader focus on climate-adapted urban planning and business consulting.
