German municipal heat protection adaptation

Following extreme summer heatwaves in 2026, German officials and municipalities have begun assessing infrastructure needs and expanding heat protection strategies.

Initial assessments focused on the impact of high temperatures on childcare facilities. In one instance, city councilors evaluated a kindergarten to determine how existing ventilation, blinds, and fans perform when temperatures exceed 30 degrees Celsius. It was noted that only six out of ten municipal kindergartens currently possess air conditioning, leading to discussions regarding technical and financial requirements for climate adaptation in such facilities.

In response to these conditions, municipalities are developing more comprehensive Heat Action Plans (HAP). Heidelberg is working to integrate heat protection into administrative structures by enhancing ‘Cool Maps’, increasing drinking water access, and procuring 39 mobile air conditioning units for high-risk institutions like schools and elderly care centers. Additionally, the Oberbergischer Kreis district is launching a pilot project in collaboration with Radevormwald to model heat action planning for other regions, focusing on climate-adapted urban planning.
