German seaport operators demand increased federal funding
The Central Association of German Seaport Operators (ZDS) is calling for increased federal financial support for Germany's seaports following a legal opinion presented by IHK Nord. The legal assessment concludes that significantly increasing federal financial aid is possible within the existing constitutional framework without requiring amendments to the Basic Law.
Historically, efforts to substantially increase the so-called port burden equalization at the federal level have faced concerns regarding constitutionality. The ZDS argues that the legal opinion provides a new basis for securing reliable, long-term financing. Sebastian Jürgens, President of the ZDS, stated that seaports perform tasks of national importance, including maintaining economic competitiveness, securing supply chains, energy supply, and defense capabilities.
The ZDS estimates the investment requirement for public infrastructure in German seaports at approximately 15 billion euros. In contrast, regular federal financial aid to the five coastal states has remained at around 38 million euros annually for several years. The association is advocating for a permanent federal contribution to basic financing amounting to 500 million euros per year.
