German maritime and inland shipping infrastructure demands

In the inland shipping sector, industry representatives are urging the government to establish a stable investment framework through 2035. This includes modernizing the Neckar locks to ensure the waterway remains navigable for ships up to 110 meters and supporting fleet renewal to manage varying water depths.

In response to modernization needs, the German Federal Ministry of Transport has announced a funding program of up to 14 million euros to promote emissions-free inland shipping. Part of the ‘Green Inland Shipping’ program, this initiative aims to shift regional goods and mobility flows from roads and rails to waterways. The funding supports the acquisition of new vessels with emission-free propulsion, the retrofitting of existing ships, and the development of port infrastructure, such as hydrogen refueling points and charging stations. Applications for this program open on September 1, 2026.

Simultaneously, seaport operators are advocating for increased federal funding to maintain national economic competitiveness and secure supply chains. The Central Association of German Seaport Operators (ZDS) estimates a 15 billion euro requirement for public infrastructure and has requested a permanent annual federal contribution of 500 million euros.

This demand for increased support has gained regional political backing. Leaders from five North German states—Mecklenburg-Vorpommern, Bremen, Hamburg, Lower Saxony, and Schleswig-Holstein—have called for significantly higher federal funding for the expansion and renovation of seaports, noting that the current annual federal allocation of 38.3 million euros is insufficient.
