Germany accelerates fiber optic expansion via new laws and regional partnerships

Germany is advancing efforts to accelerate fiber optic expansion through both legislative changes and regional partnerships. The federal cabinet has approved a draft amendment to the Telecommunications Act aimed at speeding up network construction. Key provisions include establishing a right to full fiber expansion within buildings, setting technical minimum standards, and simplifying the process for obtaining rights-of-way for laying cables in public roads.

The law also seeks to facilitate the transition from copper to fiber networks by requiring operators to negotiate access and implement transparent migration plans. This is intended to prevent dominant incumbents from blocking competition and to support alternative providers.

On a regional level, Deutsche Telekom has announced plans to step in and complete fiber optic connections in the Saarland region where Deutsche Glasfaser has failed to meet its expansion commitments. Saarland's Economic Minister, Jürgen Barke, welcomed the move and pledged to provide funding and streamlined permits to ensure 100,000 households in the state receive connections by the end of the year.
