Vodafone has expanded its gigabit network to 31.3 million German households via cable and fiber, covering approximately 76 percent of the population. This growth is supported by segmentations, fiber-deep measures, and infrastructure from the joint venture OXG, which has seen notable growth in cities like Berlin and Hamburg.
Despite infrastructure growth, a significant gap has emerged between availability and actual usage. In Austria, fiber is available to 2.4 million households, but only 600,000 are using it, largely due to the responsibility for internal building infrastructure falling to property owners. In Germany, the broadband association BREKO reports that while fiber expansion is expected to reach 62 percent by June 2026, the take-up rate remains stagnant at approximately 27 percent. Rising material, construction, and financing costs—with average net connection costs reaching roughly 1,950 euros—are further complicating the market.
