Germany addresses vocational training and skilled labor shortages

Efforts to address vocational training shortages and skilled labor gaps are gaining traction in Germany. In North Rhine-Westphalia, the “Passgenaue Besetzung” program has reportedly filled approximately 5,000 positions nationwide for 2025. Svenja Jochens, Managing Director of IHK Lippe, emphasized the program's importance for small and medium-sized enterprises, noting that without such support, at least 50 apprenticeship positions in the Lippe region could remain vacant annually. IHK Lippe is advocating for the continuation of this funding beyond 2027.

In Hessen, the Green Party has proposed a 13-point action plan to combat a mismatch in the labor market, where nearly 3,000 apprenticeships remained unfilled last autumn while 3,600 young people were unable to find placements. The proposal, titled “Ausbildung kann mehr,” includes calls for 100 million euros to modernize vocational schools, increased internship opportunities for secondary school students, and the expansion of practical training programs for at-risk youth.
