Germany updates vocational training to address skilled labor shortages

Germany is implementing various measures to address skilled labor shortages and modernize vocational training. The Standing Conference of the Ministers of Education and Cultural Affairs (KMK) has updated framework curricula for 22 vocational occupations, including several in the construction sector, to integrate digital skills and sustainable practices.

In the Lippe region, the IHK Lippe highlighted the success of the ‘Passgenaue Besetzung’ program, which helped fill approximately 5,000 positions nationwide in 2025. Local officials are advocating for the program's continuation beyond 2027 to support small and medium-sized enterprises.

Conversely, some regions report challenges. In Lichtenfels, the IHK for Upper Franconia noted a decline in apprenticeship contracts, with 117 signed by July 31—a 23 percent decrease compared to 2024. This decline is attributed to a weak automotive industry and demographic shifts. Despite these falling numbers, officials note that nearly one-third of available training positions remain unfilled.
