Germany continues to face a deepening skilled-labour shortage, characterized by a structural shift in the vocational market. While total dual-training contracts fell 2.8% to 461,900 in 2025, driven by a 6% decline in German nationals, international apprenticeships rose 18%. Non-German trainees have more than doubled over the last decade, reaching 82,400 in 2025.

Recent data from the first half of 2026 shows a divergence in trends. The skilled trades sector saw a 4.9% increase in apprenticeship contracts, reaching nearly 67,800. This growth is attributed to the perceived stability of manual trades amidst industrial crises and the influence of AI, which is driving interest toward manual expertise. However, regional gaps persist; the union IG BAU reports high numbers of unemployed youth without professional qualifications in districts such as Kyffhäuserkreis, Hannover, and Kaiserslautern.

By late August 2026, the crafts sector showed signs of slight expansion, with the number of registered businesses growing 0.7% since the start of the year to 145,266. This growth was primarily driven by trades not requiring a master’s certificate, such as building cleaners and cosmeticians, which saw a 3.5% increase. Conversely, trades requiring official certification declined by 0.7%, though electrical and automotive technicians reported growth.

In contrast to the crafts sector, the metal and electrical industry in Hesse faces ongoing employment challenges. As of May 2026, the sector saw a 3.3% year-on-year decrease in employment. Since its peak in September 2018, the industry has lost over 33,000 jobs, representing a 15% decline. Industry representatives have called for government reforms to reduce bureaucracy and location costs to stabilize the sector.
