German Association of Counties rejects climate adaptation constitutional mandate

The German Association of Counties (Deutscher Landkreistag) has expressed opposition to a proposal to include climate adaptation as a joint task within the German Basic Law. Achim Brötel, president of the association, stated that while climate adaptation must be addressed with urgency, constitutional changes would not provide the necessary solutions. He argued that such measures could blur responsibilities and fail to guarantee adequate funding for municipalities and counties.

Brötel emphasized the need for clear regulations and sustainable financial strengthening from federal and state governments rather than what he termed “organized irresponsibility.” He highlighted the urgent need for resources in areas such as forest fire prevention, noting that extreme weather conditions previously seen in Southern Europe are becoming a reality in Germany. The proposal to amend the Basic Law was originally introduced by the SPD in response to extreme summer weather and insufficient climate adaptation measures.

Separately, the German Institute for Urbanism (Difu) is launching the “Climate-Active Municipality 2025” competition. Starting in January, cities, districts, and municipalities across Germany can apply with innovative climate protection projects. Winners in various categories, ranging from large cities to small communities, can receive prize money of 40,000 euros each.
