Brötel cautioned that constitutional changes alone would not provide necessary solutions, warning against what he termed “organized irresponsibility” and emphasizing the need for clear regulations and sustainable financial strengthening from federal and state governments to combat extreme weather conditions.

The proposal faces significant opposition from the Union (CDU/CSU). Transport Minister Steffen Bilger and other critics argue that constitutional changes alone do not guarantee the billions required for infrastructure, such as water supply repairs and urban greening.

Internal coalition tensions persist as the Union pushes for tax reforms, forcing the SPD to navigate a conflict between providing direct financial relief to citizens and increasing state revenue to fund social security and climate initiatives. Meanwhile, environmental groups like Bündnis 90/Die Grünen continue to call for a national heat summit to address the escalating crisis.
