Germany and Berlin sign new capital financing agreement

The German federal government and the state of Berlin have signed a new capital financing agreement covering the period from 2028 to 2037. The agreement aims to cover additional expenditures incurred by Berlin due to its status as the national capital.

Under the new terms, the federal government will allocate approximately 2.1 billion euros toward security. This increase from the previous 1.1 billion euros is intended to address rising costs for police protection in the government district, ministries, embassies, and the management of demonstrations and state visits. The funding reflects an acknowledgment of a heightened security situation in recent years.

In the cultural sector, the federal government will provide 2.9 billion euros over the ten-year period, representing an increase of roughly 350 million euros. Key beneficiaries include the Berlin Philharmonie, the Opera Foundation (encompassing the Deutsche Oper, Komische Oper, and Staatsoper Unter den Linden), and the Bauhaus Archive. Additionally, up to 225 million euros are earmarked for the renovation of the Philharmonie, and projects such as the development of Checkpoint Charlie as an educational site will receive support.
