Germany is addressing significant financial requirements for national infrastructure and regional capital maintenance. In response to specific regional and national needs, the federal government and the state of Berlin have established a capital financing agreement for 2028 through 2037. This agreement increases federal allocations for Berlin, specifically providing approximately 2.1 billion euros for security to manage rising costs for police protection and state visits. Furthermore, the agreement earmarks 2.9 billion euros for the cultural sector to support institutions such as the Berlin Philharmonie and the Opera Foundation.
The cultural funding, which represents an increase of roughly 350 million euros, also supports the Bauhaus Archive and projects like the development of Checkpoint Charlie as an educational site. Up to 225 million euros is earmarked specifically for the renovation of the Philharmonie. This increase in cultural subsidies has drawn criticism from political figures such as Friedrich Merz, who questioned the federal government’s role in funding culture, noting it is traditionally a state-level responsibility.
Concurrently, broader fiscal pressures are mounting at the local level. The Association of German Cities and Municipalities has called for the federal government to increase allocations from special assets by 65 billion euros. Managing director André Berghegger stated these funds are urgently required to address an investment backlog of 231 billion euros, particularly concerning schools, roads, and hospital climate adaptation.
