Germany approves new childcare law to boost educational equality

The German Federal Cabinet has approved the draft of the Startchancen- und Qualitätsentwicklungsgesetz (SCQEG), a new law aimed at increasing educational equality through improved early childhood education. The legislation introduces mandatory testing for all four-year-old children in Germany based on uniform standards for language and development. This measure is intended to identify children who require additional support to ensure a smoother transition to primary school.

According to Family Minister Karin Prien, the law seeks to decouple a child's educational success from their family background and socioeconomic status. The initiative will establish binding quality standards for childcare at the federal level for the first time.

The law is scheduled to be implemented in stages starting in 2027, with full effect by 2029. To support these efforts, the federal government plans to provide 9.25 billion euros in financial aid to the states through 2034, moving away from short-term funding toward a more stable eight-year commitment.
