Germany coalition faces disputes over tax reform and climate policy

Internal disputes are emerging within the German governing coalition regarding tax reform and climate adaptation policies.

Regarding taxation, the Union is seeking improvements to a previously agreed-upon reform, arguing that the current measures do not meet prior promises. There are concerns that the intended tax relief for citizens may be offset by rising social security contributions, forcing the SPD to choose between providing more direct financial relief to citizens or increasing state revenue.

In terms of environmental policy, the SPD is pushing to amend the Basic Law (Grundgesetz) to classify climate adaptation and nature conservation as a “joint task of the federal and state governments.” This move aims to resolve existing jurisdictional complexities between the federal government, states, and municipalities, which currently hinder coordinated responses to extreme heat and environmental changes.
