Germany faces industrial job losses amid service sector growth

Germany is experiencing a significant shift in its employment structure as industrial sectors lose jobs while state-related service sectors expand. In the state of Baden-Württemberg, the total number of employees subject to social security contributions fell for the first time since 2020. While the overall decrease was 5,800 positions, the manufacturing sector saw a sharp decline of 44,300 jobs, which service sector growth was unable to fully offset.

Nationally, the trend is more pronounced. Since the beginning of 2022, approximately 600,000 jobs have been lost in industry, construction, and temporary work. Conversely, state-related sectors such as administration, education, health, and social services have added nearly 700,000 positions. In 2025 alone, the manufacturing industry lost 177,000 employees, including 52,000 in the automotive industry and its suppliers, 28,000 in mechanical engineering, and 24,000 in metal manufacturing.

This divergence creates economic pressure as the industrial base, which generates tax and social security contributions, shrinks, while the sectors dependent on those funds continue to grow. Social benefits in Germany have reached a record high of 1.43 trillion euros.
