Germany Faces Ongoing Accessibility Gaps: Voting Barriers for Blind Voters and Limited Benefits of New EU Disability ID

The German government’s response to a parliamentary inquiry confirms that blind and visually impaired voters still encounter significant obstacles at polling stations. While federal elections provide uniform voting aids, many state and municipal elections lack comparable support, and a pilot project in Bavaria shows that barrier‑free voting tools are not yet widely available.

Separately, the EU has adopted Directive 2024/2841, establishing a Europe‑wide disability identification card to be issued by all member states by June 2028. The card grants travel‑related concessions such as reduced museum fees and priority access at events, but it does not affect national social‑security benefits. In Germany, the card will not increase basic income, care allowances, or other welfare payments, and the country must transpose the directive into national law by June 2027.
