Overview

Since July 2026, Germany’s Grad der Behinderung (GdB) scale links disability grades to tiered benefits. A GdB ≥ 50 grants broadcasting-fee exemptions, free public transport, extra vacation, tax relief, and employment protections. A GdB of 40 entitles recipients to additional tax allowances under § 33b of the Income Tax Act and an orange disability parking permit.

Regarding broadcasting fees, the standard monthly fee is 18.36 euros, but eligible persons may pay a reduced rate of 6.12 euros. This requires specific markers on a disability ID, such as ‘RF.’ Eligibility includes individuals with a GdB of at least 80 who are permanently unable to participate in public events, as well as blind or severely visually impaired individuals (GdB ≥ 60) and deaf or hard-of-hearing individuals who cannot communicate effectively despite hearing aids. The ‘RF’ marker serves as official proof of the required impairments. Furthermore, full exemptions are available for certain groups, including approximately 9,000 students receiving BAföG, as well as recipients of Bürgergeld, social assistance, basic security, asylum seeker benefits, and vocational training assistance. These exemptions are not automatic and require a formal application with supporting documentation.

Legal and administrative distinctions define pension entitlements. The reduced earning capacity pension (Erwerbsminderungsrente) is based on medical inability to work: a full pension requires working fewer than three hours daily, while a partial pension applies to those working between three and six hours. In contrast, the pension for severely disabled persons (Schwerbehindertenrente) is linked to age and insurance periods and does not require a medical reduction in work capacity.

Psychological illnesses, specifically psychosomatics and psychotherapy, remain a leading cause for new claims, accounting for approximately 40.4% of new entries in 2024. However, a diagnosis alone does not guarantee pension eligibility.
