Germany, France, Netherlands, Belgium and Luxembourg propose voting limits for future EU members

The European Union is reviewing a proposal from five member states – Germany, France, the Netherlands, Belgium and Luxembourg – to introduce temporary restrictions on the voting rights of future members. The joint document suggests adding stronger safeguards to accession treaties, including a monitoring mechanism and a protection clause that could trigger measures if a new member backslides on democratic standards such as the rule of law or media freedom.

The move is motivated by concerns over democratic backsliding in existing members, notably Hungary under former Prime Minister Viktor Orbán. Candidates such as Montenegro, Albania, Ukraine and Moldova, which are pursuing EU membership, could be subject to these interim restrictions if serious violations arise. The proposal calls for a thorough discussion within the EU and unanimity on issues of enlargement, foreign policy and the EU budget.
