Germany homeownership rate hits 20-year low

Germany's homeownership rate has reached a 20-year low, with only 43.5 percent of private households living in their own homes or apartments as of 2025, according to the Pestel-Institut. This figure places Germany at the bottom of the European Union rankings.

Key drivers for this decline include rising construction costs, which have increased by approximately 160 percent since 2000, and higher interest rates compared to the previous low-interest era. These factors, combined with housing policies, have made property ownership increasingly inaccessible, particularly for younger demographics. Nearly three-quarters of households aged 25 to 45 currently rent.

Regarding financing, data from the Deutsche Bundesbank for June 2026 indicates that the effective annual interest rate for new residential construction loans to private households stood at 4.00 percent, with an annualized agreed interest rate of 3.95 percent.
