German housing market and mortgage rate trends

Overview

Germany is experiencing a decline in homeownership and rising costs for real estate financing. Data from the Pestel-Institut indicates that the homeownership rate has reached a 20-year low of 43.5 percent, placing the country at the bottom of European Union rankings. This trend is attributed to rising construction costs, which have increased by approximately 160 percent since 2000, and higher interest rates.

Mortgage interest rates have continued an upward trend, with ten-year loans rising above four percent. Specific financial institutions, such as 1822direkt, reported effective annual interest rates increasing to 4.41 percent from 3.93 percent in early September. PSD Bank Nürnberg also increased its representative effective annual interest rate from 3.70 percent to 3.91 percent, while other banks including ING and Allianz have implemented hikes. These increases, driven by rising long-term yields in capital markets, significantly impact monthly installments; for a 300,000 euro financing, a rate increase can result in approximately 250 euros more in monthly costs.

The real estate market is facing further pressure as fixed-term loans from previous low-interest eras expire. Refinancing at current rates, often between 3.9 percent and 4.4 percent, could cause substantial payment spikes. For instance, a borrower transitioning from a 1.14 percent rate to a 4.09 percent rate could see monthly installments rise by approximately 383 euros. In regions such as Hamburg and Schleswig-Holstein, the GEWOS Institute anticipates a decrease in property transactions for 2026, particularly for single-family homes and residential land. Additionally, the luxury real estate segment in Hamburg has seen its average price per square meter reach its lowest level since 2020.
