Germany introduces new health insurance rules and disability benefits
New legislative changes in Germany regarding health insurance and disability status are set to impact many citizens. Under the GKV-Beitragssatzstabilisierungsgesetz, which came into force on July 30, 2026, a new surcharge will be introduced for certain family insurance arrangements starting January 1, 2028. While family insurance remains intact, the primary insured member may be required to pay an additional 2.5 percentage point surcharge for their spouse or registered partner.
However, the law includes protections for specific groups. Individuals with a recognized degree of disability (Grad der Behinderung, or GdB) are among those who may be exempt from this additional contribution.
Regarding disability status, a GdB of 30 provides certain advantages even though it does not legally constitute a severe disability (which typically requires a GdB of 50). For instance, individuals with a GdB of at least 20 are eligible for a disability lump-sum tax allowance (Behinderten-Pauschbetrag) to offset increased expenses. At a GdB of 30, this amount is 620 euros per year, which serves to reduce taxable income.
