Germany faces significant fiscal gaps in federal and Bavarian budgets

German municipalities in Bavaria are facing a severe financial crisis, recording a deficit of 4.05 billion euros in the first half of 2026. While tax revenues rose by 2.9 percent to approximately 11.1 billion euros, total expenditures grew more rapidly, increasing by 3.7 percent to 24.7 billion euros.

This deficit is particularly acute for independent cities, with 16 out of 25 struggling to fund debt repayments from current budgets. Cities such as Augsburg and Nuremberg have already implemented budget freezes. The Green Party has described the situation as a “huge warning signal,” noting that rising costs for infrastructure and social services are outpacing income.

On a national level, the German Federal Court of Auditors has issued a warning regarding the 2027 federal budget. The auditors identified a projected coverage gap of 160.7 billion euros, comparing planned expenditures of 555.4 billion euros against forecasted revenues of 394.7 billion euros. The report criticizes current debt policies and warns that the gap could exceed 30 percent of total expenditures by 2028.
