German fiscal challenges and rising tax burdens
Overview
Germany continues to face significant fiscal pressure characterized by high tax burdens and rising national debt. The Federal Ministry of Finance has noted that corporate and shareholder tax burdens can reach 48.6%, while employees lose nearly 40% of gross wages to taxes and social contributions. National debt is projected to grow significantly, with an estimated 1 trillion euros in new debt expected between 2027 and 2030. This is compounded by rising interest payment obligations, which are projected to increase from 30 billion euros in 2026 to over 80 billion euros by 2030.
Local tax burdens have reached record levels. An analysis by the German Chamber of Commerce and Industry (DIHK) found that many municipalities increased their trade tax collection rate (Hebesatz), with rates in some North Rhine-Westphalia cities reaching as high as 580 percent. DIHK Chief Executive Helena Melnikov has warned that these increases act as a ‘silent brake’ on business locations.
Recent data from the Federal Statistical Office (Destatis) shows that German municipalities achieved a record €76.4 billion in trade tax revenue in 2025, a 1.5% increase from the previous year.
Despite these revenues, structural financial strain is intensifying. In the first half of 2026, Bavarian municipalities recorded a deficit of 4.05 billion euros, as expenditures grew faster than tax revenues. Major cities like Augsburg and Nuremberg have implemented budget freezes. Nationally, the Federal Court of Auditors has warned of a projected 160.7 billion euro coverage gap in the 2027 federal budget, criticizing current debt policies and warning that the gap could exceed 30 percent of total expenditures by 2028.
