Germany approves major expansion of intelligence service powers

The German government has approved a 700-page legislative package designed to significantly expand the powers of the country’s intelligence services, including the Federal Intelligence Service (BND) and the Federal Office for the Protection of the Constitution (BfV).

Interior Minister Alexander Dobrindt stated the reform aims to transform these agencies into “true secret services.” The new laws grant expanded authority for data collection and analysis, including the use of artificial intelligence to process vast amounts of data from public and private cameras. The reform also introduces broader powers for undercover operations, online monitoring, and the ability for BND, Bundeswehr, and federal police personnel to carry weapons abroad without explicit permission.

Critics and activists have raised alarms regarding the erosion of democratic oversight and the potential for increased state surveillance. Concerns include the weakening of the legal separation between intelligence gathering and police enforcement, as well as changes to the legal process that would limit the ability to challenge intelligence classifications in court.
