Germany proposes strategic gas reserve and new consumer levy
The German Federal Ministry for Economic Affairs has introduced a draft law to establish a national strategic gas reserve for crisis prevention. The reserve is intended to safeguard against extreme scenarios, such as sabotage or major infrastructure failures, including a 20-day loss of Norwegian pipeline imports or a 40-day failure of German LNG terminals.
The proposed reserve would hold approximately 24 terawatt-hours (TWh) of gas, representing about 10% of Germany's total storage capacity. This volume is designed to ensure a full supply for households and businesses for 10 to 18 days during a total import failure, depending on winter temperatures.
To fund the reserve, the ministry plans to introduce a new gas levy on consumers starting October 1, 2027. Annual costs are estimated between 247 million and 308 million euros. Under the proposal, households and commercial users would contribute 40% of the costs, while the industrial sector would cover the remaining 60%. Trading Hub Europe (THE) would be responsible for setting the annual levy rates.
