Overview

Following the October 2024 order for SEFE to procure 8 TWh of gas, the German Ministry of Economic Affairs characterized the decision as a “balancing act” between supply security and market distortion. However, Green Party politician Michael Kellner criticized the move as arbitrary, noting that the 8 TWh represents only about 3 percent of total capacity and will not suffice to meet the mandatory November 1 storage targets.

By August 2026, Germany’s natural gas storage levels dropped to approximately 50.25 percent, falling below the European average. This decline prompted Federal Economic Minister Katherina Reiche to activate the early warning stage of the gas emergency plan. In response to these risks, the Federal Ministry for Economic Affairs introduced a draft law to establish a national strategic gas reserve of approximately 24 TWh, or roughly ten percent of Germany’s total capacity. This reserve is intended to mitigate extreme emergencies, such as sabotage or significant import failures. To finance this, the ministry proposes a new gas levy for all consumers starting October 1, 2027, estimated to cost between 247 million and 308 million euros annually. Households and commercial users would cover 40 percent of costs, while the industrial sector would cover 60 percent.

On a broader scale, European Commission President Ursula von der Leyen has proposed EU-wide strategic natural gas reserves to mitigate winter shortage risks. Simultaneously, the International Energy Agency has agreed to accelerate the release of approximately 100 million barrels of oil and diesel from reserves to address market volatility.
