German gas storage at historic lows amid supply risks

Overview

Germany’s underground gas storage remains well below historical norms. By mid-August 2026, levels were reported at approximately 49%, significantly trailing the typical 90% target for the start of the cold season. Economic and geopolitical tensions, including the closure of the Strait of Hormuz and competition for LNG with Asian buyers, have driven prices to their highest levels since early 2023.

As of late August, storage levels reached approximately 52.63%, remaining below the European average of roughly 64.73%. This low level has prompted warnings from the industrial sector. Thilo Brodtmann, managing director of the VDMA, expressed concern regarding supply bottlenecks, noting that gas is essential for processes like metal heat treatment and foundry work that cannot easily transition to alternative energy.

By early September, storage levels were reported at approximately 53.3%. While injection rates have accelerated, traders have booked 76% of capacity for the upcoming winter, which is below the legal requirement of 80% per facility.

In response to economic hurdles, the association representing 90% of storage capacity, INES, proposed an action plan to boost reserves. They argued that current market conditions lack sufficient incentives, noting operators can face losses of approximately 3.14 euros per megawatt-hour when injecting gas. INES requested the abolition of the conversion levy, the removal of grid fees at connection points, and subsidized state loans to reduce costs. However, Federal Economic Minister Katherina Reiche has rejected state intervention, stating the ministry sees no signs of a gas shortage due to new LNG import terminals.
