Germany conscientious objection applications triple in 2026

Conscientious objection applications in Germany have surged to 12,102 between January and August 2026, according to the Federal Office for Family and Civil Society Tasks (BAFzA). This figure is more than triple the total number of applications recorded in 2025, which stood at 3,879.

The sharp increase follows the implementation of a new military service law on January 1, 2026. This law mandates medical examinations for young men born in 2008 or later to bolster voluntary recruitment for the Bundeswehr. If recruitment targets are not met, the Bundestag retains the authority to implement a need-based conscription.

Authorities have noted significant administrative challenges, including a high volume of misdirected applications and those containing misinformation from social media. Some applicants have also been rejected for using AI-generated content in their justifications. Despite the suspension of general conscription, the right to refuse military service based on conscience remains protected under Article 4, Paragraph 3 of the German Basic Law.
