Germany debates mandatory service and recruitment incentives

Overview

Volunteer recruitment remains below the 260,000-troop 2035 target, keeping the Bundeswehr under pressure. While the Military Service Modernisation Act requires 18-year-old men born in 2008 or later to complete suitability questionnaires, the state may implement a mandatory lottery-based system if recruitment fails.

To incentivize voluntary service, the government has introduced driver's license subsidies. Starting in 2026, eligible participants can claim tax-free subsidies of up to €3,500 for passenger car licenses or €5,000 for truck licenses, provided they commit to 12 months of continuous service.

Conscientious objection filings continue to be a point of contention. As of July 31, 2026, 8,302 applications have been filed this year. Legal concerns have intensified following reports that the Bundesrat confirmed a new military service law. Furthermore, judicial signals from the Bundesgerichtshof suggest that in a state of war, the right to refuse armed service could be subordinated, potentially forcing objectors to the front lines.

Recruitment efforts are further complicated by health standards. A substantial portion of young applicants are being rejected due to obesity, mental health issues, and musculoskeletal problems, leading critics to argue that strict medical criteria may be outdated.

Amid these personnel challenges, Germany is intensifying national defense preparations in response to security concerns regarding Russia. Defense Minister Boris Pistorius has warned of potential attacks on NATO territory by 2029. Consequently, the Bundeswehr is developing medical readiness plans to manage a potential influx of 1,000 wounded soldiers per day, which includes evaluating the reactivation of Cold War-era underground medical bunkers.
